A BID, Business Improvement District, is a clearly defined geographic
area that encompasses offices, retail business, dealerships,
and service companies. A BID delivers supplemental services to a municipality
to assist in the retention of existing businesses and the attraction
of new businesses. Services may include marketing and promotional programs,
capital improvements, and the management, maintenance and beautification
of the designated area.
How is the BID funded?
BID’s are funded by a special assessment paid
by commercial and industrial property owners within the district. In
our case, the Fairfax Boulevard Partnership is funded by a special assessment
paid by commercial and industrial property owners located within the
Fairfax Boulevard corridor. This assessment is set at six cents
($0.06) for every one hundred dollars ($100.00) of assessed value
of real property and improvements. Residential and tax-exempt properties
such as religious, public utility, or government properties are not included
in the assessment district.
Why does the City of Fairfax need a BID?
The City created the BID as a means to ensure
the economic vitality of Route 29/50 corridor remains strong and vibrant.
Who is Fairfax Boulevard Partnership?
We are a coalition of commercial and industrial property
owners and business owners, excluding residential properties, lying either
wholly or partially within the Fairfax Boulevard corridor. Every
business or entity that holds a valid business license within the corridor
is a member of the Partnership.
How will the Fairfax Boulevard Partnership
use the taxes being collected?
The funds raised by the supplemental real estate tax
will be used to provide additional government services not being offered
uniformly throughout the entire City. These services include but
are not limited to, economic and business development; promotional activities
intended to foster business retention; business recruitment and developer
recruitment; physical improvements to public facilities within the corridor;
and planning for the acquisition and development of public and private
spaces needed throughout the BID. The taxes collected must be spent
within the BID and applied consistently to every parcel within the BID.

Partnership?
